Prohibits political subdivisions (cities, counties, etc.) from adopting or enforcing ordinances that establish or operate guaranteed income programs, defined as direct or indirect financial assistance including cash payments, gift cards, or equivalent monetary transfers

Bars the use of state and local public funds to fund, administer, or support guaranteed income programs even if explicitly authorized by federal law

Exempts short-term, nonrenewable programs that require participants to seek employment, perform work, or attend verifiable career/job training as a condition for receiving payments

Allows existing guaranteed income programs already in effect before the Act's passage to continue operating until January 1, 2026, or their expiration date, whichever comes first

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
