Applies only to Texas counties with a population exceeding 2.6 million (currently only Harris County meets this threshold)

Exempts sounds produced by electric utility and gas utility operations and facilities from the noise regulations

Allows counties to establish a permit system for events using loudspeakers or amplifiers that exceed normal limits, with fees based on administrative costs and reduced fee procedures for those unable to pay

Violations constitute a Class C misdemeanor, elevated to a Class B misdemeanor for repeat offenders; counties may also seek injunctions in district court to enforce regulations
