Shifts the cost of relocating telecommunications utility facilities in municipal public rights-of-way from the utility to the municipality when required for street widening or straightening projects

Requires municipalities to fund these relocations from their collected right-of-way fees as described in Local Government Code Section 283.051

Extends similar relocation requirements to holders of state-issued certificates of franchise authority (cable/video service providers), with municipalities bearing the expense for street projects or other municipal projects

Mandates municipalities provide at least 30 days' notice before the required relocation date and specify the new location along the right-of-way

Takes effect September 1, 2025
