Applies only to counties that border Mexico and contain a municipality with a population over 500,000 (targeting El Paso County)

Authorizes county assessor-collectors to refuse motor vehicle registration if the vehicle owner owes past due fines, fees, or taxes (unpaid 90+ days) or has failed to appear for a pending criminal proceeding in the county

Requires the Texas Department of Motor Vehicles to develop a real-time verification system by September 1, 2026, allowing counties to report delinquent owners; the department may charge counties a fee for system use

Allows counties to impose a $20 reimbursement fee on persons who fail to pay debts or appear in court, with judicial waiver available for those who are economically unable to pay or show good cause

Exempts vehicle owners with income below 250% of federal poverty guidelines from registration denial under this section; prohibits disclosure of personal identifying information collected through the system
