Reduces possession of marijuana and certain tetrahydrocannabinols (THC) in amounts of one ounce or less from a Class B misdemeanor to a Class C misdemeanor (fine-only offense), while possession of more than one ounce but two ounces or less remains a Class B misdemeanor

Requires peace officers to issue citations instead of making arrests for possession of one ounce or less of marijuana, THC substances in Penalty Group 2-A or 2-B, or drug paraphernalia

Creates a new "Penalty Group 2-B" specifically for tetrahydrocannabinols and their synthetic equivalents, separating them from Penalty Group 2

Mandates deferred disposition (no conviction entered) for first-time offenders charged with possession of one ounce or less of marijuana, THC substances, or drug paraphernalia who plead guilty or no contest, provided they have not received a deferral for a similar offense within the preceding 12 months

Establishes an expunction process for dismissed or acquitted cases involving these low-level possession offenses, requiring a $30 fee and allowing records to be expunged 180 days after dismissal or one year after citation
