Authorizes a statewide referendum on November 4, 2025, allowing Texas voters to choose between observing year-round standard time or year-round daylight saving time

If voters choose year-round standard time, Texas would exempt itself from federal daylight saving time provisions under the Uniform Time Act of 1966, effective January 1, 2026

If voters choose year-round daylight saving time, the change would only take effect if Congress passes federal legislation authorizing states to observe permanent daylight saving time

The referendum applies to both portions of Texas—areas using Central Standard Time and areas using Mountain Standard Time

The bill's effectiveness is contingent on the 89th Legislature proposing and voters approving a related constitutional amendment authorizing the referendum
