Authorizes courts to appoint a receiver for single-source continuum contractors providing child welfare services under community-based care contracts when contractors fail to perform after corrective action plans, intend to cease operations without transition arrangements, pose imminent danger to children's welfare, fail to provide adequate information about children in care, violate court orders, or cannot meet financial obligations

Requires evidentiary hearings within 5 days of petition filing, with courts giving precedence to receivership petitions; allows ex parte appointments when conditions jeopardize children's health, safety, or welfare

Receivership lasts 90 days initially, with unlimited 60-day extensions available upon department petition; department must file assessments of the contractor's ability to ensure child welfare every 60 days

Receivers may be department employees (exempt from bond requirements), must be selected from a department-developed list, and have broad powers including managing contractor property, hiring/firing staff, and entering contracts without competitive bidding requirements

Contractor under receivership remains liable for pre-existing civil/criminal liability, taxes, contractual obligations, and must reimburse receiver compensation; receivership terminates when conditions are resolved, a new contractor takes over, or the department assumes duties
