Prohibits political committees supporting or opposing ballot measures from knowingly soliciting or accepting contributions from foreign nationals, or from persons who received more than $100,000 in aggregate from foreign nationals within the preceding four years

Defines "foreign national" broadly to include non-U.S. citizens, foreign governments, foreign political parties, entities organized under foreign law or headquartered abroad, and U.S. entities wholly or mostly owned by foreign nationals

Requires political committees to obtain written affirmations from contributors certifying they are not foreign nationals and have not received excessive foreign funds, and must include similar certifications when filing campaign finance reports

Creates criminal penalties (Class B misdemeanor) for failing to certify foreign funding restrictions, and civil penalties up to twice the amount of prohibited contributions or expenditures, with joint and several liability for committee directors and officers

Authorizes the attorney general to bring enforcement actions, requiring courts to first hold probable cause hearings before discovery proceeds, and allows injunctions that may bar violators from engaging in lobbying activities
