Creates a new farm winery permit for holders of existing winery permits who produce "Texas wine," defined as wine that is at least 75% fermented juice from Texas-grown grapes or fruit and bottled in the state

Permits farm winery holders to operate up to five off-site locations where they can sell Texas wine for on-premises consumption by consumers

Allows sales of Texas wine in unbroken packages for off-premises consumption at the winery or authorized locations, capped at 250,000 gallons annually

Establishes an annual permit fee not to exceed $500, with 50% deposited to the general revenue fund and 50% to a new farm winery marketing assistance fund

Creates the farm winery marketing assistance fund as a dedicated account within general revenue, administered by the Department of Agriculture to promote and market permitted farm wineries
