Establishes the Texas Adoption Assistance Program, administered by the Comptroller, to provide one-time grants to adoptive parents who adopt children from the Texas foster care system

Limits eligibility to Texas residents with annual gross household income of $250,000 or less who adopt a child under 18 from foster care (excluding stepparent adoptions), with applications due within one year of the adoption being granted

Provides income-based grant amounts covering a percentage of adoption-related expenses: 50% for households earning up to $100,000; 40% for $100,001-$150,000; 25% for $150,001-$200,000; and 10% for $200,001-$250,000

Covers eligible expenses including legal fees, legal representation, home studies, adoption advertisements, adoption fees, birth mother medical expenses, case management, and communication support for open adoptions

Requires the Comptroller to submit a report to the legislature by December 1, 2026 on program outcomes and recommendations, with the program taking effect September 1, 2025
