Changes excavation notification timeline from "not later than 48 hours before excavation" to "not later than the 3rd business day before" and "not earlier than the 14th business day before" the excavation begins

Defines "business day" as any day other than Saturday, Sunday, or a legal holiday

Requires Class A underground facility operators to mark the approximate location of underground facilities by 11:59 p.m. on the second business day after receiving notice of intent to excavate, replacing the previous 48-hour requirement

Class A underground facilities include those conveying electrical energy, natural/synthetic gas, petroleum products, steam, telecommunications services, and cable television

Repeals Section 251.002(14) and Section 251.151(b) of the Utilities Code, effective September 1, 2025
