Prohibits foreign nationals from making contributions or expenditures supporting or opposing statewide ballot measures, funding electioneering communications, contributing to candidates or political committees, or promising to make such contributions

Defines "foreign national" as non-U.S. citizens, foreign governments and political subdivisions, foreign political parties, and entities organized under foreign law or with principal place of business in a foreign country

Creates criminal offenses for knowingly soliciting, accepting, or using foreign national money for prohibited political contributions and expenditures

First offense is a Class A misdemeanor with minimum fine of $10,000 or three times the contribution amount (whichever is greater); repeat offenses are elevated to state jail felonies with the same minimum fine structure

Aiding violations is a Class A misdemeanor with minimum $1,000 fine; provides a defense if contributions are returned within 10 business days; grants attorney general concurrent prosecution jurisdiction with local prosecutors
