Establishes the Quad-Agency Child Care Initiative and Commission to coordinate child care policies among four state agencies: Texas Workforce Commission, Health and Human Services Commission, Department of Family and Protective Services, and Texas Education Agency

Commission membership consists of the heads of the four participating agencies, with the Texas Workforce Commission chair serving as the Quad-Agency chair

Commission must meet at least three times annually and is tasked with reviewing and streamlining regulations to resolve conflicts, lower insurance costs for providers, protect children's health and safety, and create consistent enforcement mechanisms

Quad-Agency chair may initiate reviews of existing or proposed regulations affecting child care cost, quality, or accessibility; public comment periods of 30 days (or 10 days for expedited reviews) are required

If the Commission determines a regulation is inconsistent with initiative objectives, the responsible agency must immediately cease enforcement, withdraw the regulation, and may replace it with a less restrictive alternative; first meeting required by March 31, 2026
