Requires the State Board of Education to adopt rules mandating age-appropriate and medically accurate fetal development instruction for students in grades 7 and 8 as part of the required health curriculum

Permits the Board to extend fetal development instruction requirements to other grade levels at its discretion

Mandates instruction content must include information on human reproduction, pregnancy, infertility, and prevention of birth defects (including effects of drugs, alcohol, and environmental hazards like lead)

Requires instruction to describe the growth and development of an unborn child during each trimester of pregnancy

Adds fetal development curriculum to the list of topics that local school health advisory councils must make recommendations on, and applies beginning with the 2025-2026 school year
