Defines "eligible institution" for the Texas Leadership Scholars Program as any general academic teaching institution under Section 61.003 of the Education Code

Limits students to receiving scholarships for a maximum of four years per program (leadership or research scholarship), clarifying that each program has a separate four-year limit

Requires each eligible institution to receive at least one research scholarship award, with remaining scholarships distributed based in part on the number of research doctoral degrees awarded by each institution

Prohibits the Texas Higher Education Coordinating Board from adopting rules that limit which general academic teaching institutions may participate or that give preference to students at certain institutions

Takes effect immediately with a two-thirds vote of both legislative chambers, or September 1, 2025, otherwise; passed the Senate 31-0 on May 1, 2025, and the House 129-11 on May 27, 2025
