Requires voter registration applicants to submit documentary proof of citizenship, including a U.S. passport, certified birth certificate, citizenship papers, USCIS-issued identification, or consular report of birth abroad for citizens born overseas

Creates a "limited federal ballot" category allowing applicants whose citizenship cannot be verified through database checks to vote only in U.S. Senate and House races, not state or local elections

Establishes state jail felony offenses for registrars who knowingly fail to reject ineligible applications or fail to verify citizenship status, and for non-citizens who knowingly apply to register to vote

Mandates registrars verify citizenship within 10 days for federal form applications by checking DPS databases, Social Security Administration, USCIS SAVE program, and other available databases

Requires the Attorney General to review all registered voters who lack proof of citizenship documentation, submit a report by March 31, 2026, and prosecute illegal registration offenses; directs Secretary of State to request the federal Election Assistance Commission add citizenship proof requirements to federal voter registration forms by January 1, 2026
