Requires the Texas Commission of Licensing and Regulation to adopt rules recognizing career and technology education (CTE) programs for occupations regulated by the Texas Department of Licensing and Regulation

Applies to CTE programs offered by public high schools under the Education Code, as well as similar programs offered by institutions of higher education and private schools

Rules must specify how CTE program completion counts toward professional licensing, establish instructor eligibility requirements, and set standards for essential knowledge and skills including classroom hours and practical components

On-the-job training may count toward practical component requirements, and CTE programs at higher education institutions cannot be more stringent than those at public high schools

Texas Commission of Licensing and Regulation must consult with Texas State Technical College and relevant interest groups when developing initial standards; takes effect immediately with two-thirds vote or September 1, 2025
