Creates the Texas Advanced Nuclear Deployment Office within the Office of the Governor, led by a governor-appointed director with nuclear energy experience, to provide strategic leadership, identify regulatory barriers, and support nuclear reactor development in Texas

Establishes a three-tier grant program: Tier 1 covers early development costs (feasibility studies, site planning, NRC permit applications); Tier 2 provides up to $200 million per project for construction costs, with 30% disbursed after NRC docketing and 70% after final investment decision

Tier 3 completion grants administered by the Public Utility Commission provide per-megawatt payments only after advanced nuclear reactors become activated and operational, funded partly by interest earnings and loan repayments from the Texas Energy Fund

Requires a nuclear permitting coordinator position to serve as single point of contact for stakeholders navigating local, state, and federal regulations for nuclear facility siting

Mandates collaboration between the Texas Workforce Commission, Texas Higher Education Coordinating Board, and the new nuclear office to address skill and labor gaps in the advanced nuclear energy industry

All provisions expire September 1, 2040, with the act taking effect September 1, 2025
