Establishes the Texas Pregnancy and Parent Support Network to provide third-party patient navigators for expectant parents who receive a prenatal diagnosis of significant fetal anomaly, rare disorder, or other chronic, medically complex condition for their unborn child

Requires the executive commissioner to increase the maximum family income limit for the Medicaid buy-in program for children with disabilities beyond the current 300% of federal poverty level to the maximum allowable amount based on available appropriations

Directs the commission to enroll children on the Medically Dependent Children (MDCP) waiver program interest list if they receive Supplemental Security Income and meet nursing facility level of care criteria

Creates diversion slots within the MDCP waiver program for children at high risk of institutional placement, allowing parents to apply for slots immediately after birth if the newborn is at imminent risk of institutionalization

Expands financial eligibility for the Texas Home Living (TxHmL) waiver program to match the special income limit used for other Section 1915(c) waiver programs and removes IQ testing requirements for individuals with an approved primary diagnosis of a related condition
