Standardizes terminology by renaming "advisory committees" and "advisory councils" to "advisory boards" across multiple Texas Department of Licensing and Regulation (TDLR) programs, including those for driver education, architectural barriers, property tax professionals, water well drillers, and various occupational licensing programs

Extends presiding officer terms for advisory boards from one year to two years across all affected programs

Establishes uniform six-year staggered terms for advisory board members, removing specific expiration dates and consecutive term limitations that previously varied by program

Removes the prohibition on advisory board members serving two consecutive full terms for several programs, and eliminates ex officio nonvoting member positions from certain boards (such as the air conditioning and refrigeration contractors advisory board)

Authorizes the Texas Commission of Licensing and Regulation to establish advisory boards with an odd number of three or more members, set member qualifications, and determine term lengths for programs without specific statutory requirements
