Navigation districts, port authorities, and boards of trustees under Chapter 54, Transportation Code may establish alternative electronic storage and retention standards for their records, including procedures for converting hard copy documents to electronic format and destroying originals, provided retention periods comply with state and federal law

Excludes navigation districts, port authorities, and certain transportation boards of trustees from the definition of "governmental entity" under Section 2252.909 of the Government Code (related to contracting requirements)

Port of Houston Authority may delegate authority to designated officers, the executive director, or their representatives to make routine purchases or contracts up to $500,000 without requiring port commission approval

Boards of trustees under Chapter 54, Transportation Code may make routine purchases up to $50,000 and may delegate authority to make routine purchases up to $500,000 to designated officers, the general manager, or their representatives

Port commissions are not required to record closed meeting proceedings when deliberating security measures, including cybersecurity measures, for their navigation district or port authority
