Adds hospitals to the list of protected buildings (alongside residences, schools, and places of worship) near which concrete crushing facilities are prohibited from operating within 440 yards

Limits hospital protections to facilities that are licensed under Chapter 241, have more than 200 beds, are located in a municipality with a population of 2 million or more, and are within 4 miles of a railroad switching yard with at least 64 tracks

Creates an exception allowing temporary concrete crushing operations within 440 yards of qualifying hospitals if located in or contiguous to the right-of-way of a public works project

Immediately prohibits concrete crushing facility operations near qualifying hospitals upon the Act's effective date, even before TCEQ adopts implementing rules

Takes effect immediately with a two-thirds vote or September 1, 2025 otherwise
