Prohibits the Department of Public Safety from denying driver's license renewals based on failure to appear in court, failure to pay fines or costs, or failure to satisfy a judgment

Repeals Chapter 706 of the Transportation Code, which currently allows driver's license denial for failure to appear or pay fines related to traffic violations

Removes the restriction that limited transportation administrative fee account funds to only defraying DPS administrative costs for implementing the license denial program

Repeals Section 521.317 and Section 521.3452(b) of the Transportation Code, eliminating related license denial provisions

Takes effect September 1, 2025
