Expands the Department of State Health Services' biennial immunization report requirements to cover all communicable diseases, removing the previous limitation that only applied when a public health disaster had been declared in the preceding two years

Adds "disability" as a required demographic category for reporting on immunization accessibility, in addition to existing categories of age, race, and geographic location

Requires county-level data on immunization accessibility, assessment of disparities, estimated economic benefits of reducing disparities, and recommendations for reducing disparities and increasing immunization rates

Maintains privacy protections by prohibiting the inclusion of personally identifiable information in the reports

Takes effect immediately upon receiving two-thirds vote from both legislative chambers, otherwise becomes effective September 1, 2025
