Requires the Texas Department of Transportation to establish a highway construction mitigation program to fund projects that reduce negative effects on adjacent neighborhoods from state highway construction, maintenance, demolition, or improvement projects

Program must provide grants for projects that reduce dust, noise, and air quality impacts; mitigate adverse environmental consequences; relocate fencing or property structures; and restore or repair damage to structures within 500 feet of construction

Eligible grant applicants include owners of single-family homes, duplexes, or multi-family homes within 500 feet of a project; qualifying religious organizations with structures within 500 feet; and public school districts with campuses within 500 feet

Metropolitan planning organizations and local authorities must ensure TxDOT provides mitigation program services for highway construction projects within their boundaries

Takes effect September 1, 2025, with TxDOT compliance required by January 1, 2026
