Requires the Department of State Health Services (DSHS) to develop a state plan for preventing and treating human papillomavirus (HPV) and related health problems among students at Texas institutions of higher education, using existing resources when possible

The plan must include strategies targeting demographic groups disproportionately affected by HPV infection

DSHS must seek input from multiple stakeholders including HPV-infected advocates, state agencies, advisory bodies, public advocates, healthcare providers, and a statewide physicians' association when developing the plan

The Texas Higher Education Coordinating Board and DSHS must jointly develop an HPV awareness and education program that includes health education, public outreach, and posting prevention/treatment information on their websites

The plan must be reviewed and modified at least every five years, with optional biennial updates; the act takes effect September 1, 2025
