Establishes statewide energy efficiency standards for unvented attics and unvented enclosed rafter assemblies in residential construction that override local energy code requirements

Requires minimum insulation R-values of 20 for climate zones 2 and 3, and R-26 for climate zone 4, using air impermeable insulation

Mandates buildings meet a blower door test result of less than 3.0 ACH50 (air changes per hour at 50 pascals) for air tightness

Requires mechanical ventilation systems that do not rely solely on negative pressure, and exposed roof rafters must be wrapped in insulation to at least R-3 if not already covered

Requires all heating, cooling, ventilation equipment, and ductwork to be located inside the building's thermal envelope

Takes effect September 1, 2025
