Texas Education Agency must establish a pilot program allowing school districts and open-enrollment charter schools to enter contracts where vendor compensation is tied to measurable student outcomes such as academic performance, graduation rates, and skill proficiency

At least five school districts and charter schools must be selected to participate in the pilot program

Participating contracts must include clearly defined outcome targets for increased student achievement, specific quantifiable performance metrics, incentives for meeting or exceeding targets, and flexibility for tailored educational strategies

TEA will award grants to participating schools with amounts correlated to achievement of outcome targets under their contracts

Agency must submit a report to the legislature by December 1, 2028 with recommendations on whether to expand or continue the program statewide; the pilot program expires September 1, 2029
