Requires the Texas Water Development Board to remove proposed reservoir sites from the state water plan if construction does not begin within 50 years of the site's initial inclusion in the plan

Sites removed under this 50-year deadline cannot be included in any future version of the state water plan

Creates an exception to existing law that designates certain reservoir sites as having "unique value" based on their inclusion in the 2007 state water plan

Effective date is September 1, 2025
