Establishes criteria for designating natural gas facilities as "critical" on a seasonal basis, rather than year-round, during energy emergencies

Allows owners or operators of facilities already designated as critical to apply for seasonal critical status through their Critical Infrastructure Designation Report

Mandates the Railroad Commission to begin rulemaking within 90 days of the act's effective date, adopt final rules by February 1, 2026, and provide a list of seasonally critical facilities to the Public Utility Commission by March 31, 2026

Requires the Public Utility Commission to adopt rules by February 1, 2026, allowing seasonally critical facilities to participate in ERCOT's competitively procured demand reduction programs, with the facility list provided to ERCOT by April 30, 2026
