Changes subregional board composition from 15 members appointed by municipalities to one member appointed by each municipality in the subregional authority

Grants the member appointed by the principal municipality the right to cast three votes, replacing the previous system where municipalities could appoint multiple members with proportional voting

Establishes a rotating presiding officer position with two-year terms, prohibiting consecutive terms as presiding officer for any board member

Requires each subregional board member to appoint an equal number of members to committees

Terminates current board members' terms on the effective date (September 1, 2025) and requires new appointments, with initial terms staggered by lot to expire July 1, 2026 or July 1, 2027
