Medical and veterinary school students may claim exemption from required immunizations by submitting a signed affidavit citing reasons of conscience or religious belief, or a physician's certificate stating the immunization would be injurious to the student's health

Exemption affidavits or certificates must be notarized and submitted to the school's admitting official within 90 days of notarization

Students with valid immunization exemptions cannot be excluded from school during a public health disaster or emergency declared by the commissioner of state health services based solely on their immunization status

The exemption applies to immunizations required as a prerequisite for enrollment or course participation at medical schools and schools of veterinary medicine

Takes effect for the 2025-2026 academic year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
