Requires public meetings and hearings for Texas Commission on Environmental Quality (TCEQ) permits, amendments, or renewals to be held in person at a public location within one mile of the facility or proposed facility site

Allows meetings to be held up to five miles from the facility location if no suitable public venue exists within the one-mile radius

Places financial responsibility for public meeting and hearing costs on the permit applicant rather than the state or local government

Authorizes TCEQ to establish rules and procedures governing how applicants must pay these meeting costs

Applies only to permit applications submitted on or after September 1, 2025
