Expands Texas's "Move Over" or "Slow Down" law to include any vehicle stopped on the shoulder or adjacent to the highway that is using hazard lamps complying with Section 547.331

Adds this new category of vehicles (stopped vehicles with hazard lamps) as the seventh type of vehicle requiring drivers to either vacate the lane closest to the stopped vehicle or reduce speed when passing

Existing law already covers stationary authorized emergency vehicles, tow trucks, TxDOT vehicles, highway maintenance/construction vehicles, utility service vehicles, municipal waste transport vehicles, and toll project entity vehicles

Effective date is September 1, 2025
