Creates the consumable hemp products account in the general revenue fund, administered by the department, to fund administration and enforcement of consumable hemp product regulations

Sets manufacturer licensing fees at $10,000 per location for both initial applications and annual renewals for facilities that process hemp or manufacture consumable hemp products

Establishes a $20,000 annual registration fee per location for retailers selling consumable hemp products containing cannabidiol, replacing the previous system that allowed the department to set fees by rule

Account funding sources include legislative appropriations, licensing and registration fees, penalties for violations, gifts and grants (including federal funds), and investment interest

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025
