Prohibits electric utilities, municipally owned utilities, electric cooperatives, and retail electric providers from establishing or maintaining diversity, equity, and inclusion (DEI) offices

Bars these electric service providers from hiring employees or contracting with third parties to perform DEI office duties, unless required by federal law

Defines prohibited DEI activities as those influencing hiring based on race, sex, color, or ethnicity; promoting differential treatment based on these characteristics; or conducting related trainings not approved by the attorney general for legal compliance purposes

Allows any person with reasonable belief of a violation to file a complaint with the attorney general, who may bring enforcement actions including injunctions against utilities or writs of mandamus against municipally owned utilities

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
