Requires the Department of Public Safety, in consultation with the Parks and Wildlife Department, to establish a digital identification program by September 1, 2026

Digital identification includes digital driver's licenses, personal identification certificates, handgun licenses, and hunting or fishing licenses that can be displayed on wireless communication devices

The digital ID system must include authentication and verification processes and function regardless of wireless connectivity or cellular service availability

Authorizes a fee of up to $5 for issuance of digital identification, with the department permitted to contract with third parties if costs are covered by the fee

Digital identification must be accepted as proof of identity in the same manner as a physical driver's license, except it cannot be used for voting purposes
