Expands the definition of "clerk" in the Local Government Code to include justice court clerks alongside county clerks and district clerks for purposes of court registry fund management

Requires justice court clerks to deposit money held for more than three days in the court registry into a county-selected depository, following the same procedures as county and district clerks

Authorizes justice court clerks to report and deliver unclaimed funds presumed abandoned to the comptroller, and to pay interest earned on deposited funds to the IRS for tax withholding requirements without a court order

Requires commissioners courts to select federally insured banks as depositories for registry funds held by justice court clerks, county clerks, and district clerks collectively

Protects justice court clerks from liability for loss of registry funds resulting from depository failure or negligence, while maintaining their responsibility for safekeeping funds until deposited
