Expands existing liaison officer programs at Texas public higher education institutions to serve homeless students in addition to students who were in foster care, requiring officers to provide information on financial aid, housing, food programs, and counseling services

Extends temporary housing assistance between academic terms to homeless students, previously available only to former foster care students, for those enrolled full-time who lack reasonable housing alternatives

Requires public institutions of higher education with student housing facilities to give priority housing assignment to homeless students

Mandates the Texas Higher Education Coordinating Board designate a liaison officer by January 1, 2026, and requires liaison officers serving homeless students to participate in federal professional development programs

Requires a memorandum of understanding by March 1, 2026, between the Texas Higher Education Coordinating Board, Department of Family and Protective Services, and Texas Education Agency to share demographic and educational outcome data on former foster care and homeless students
