Removes the requirement for digital asset service providers to grant auditors access to view pseudonymized customer account information at any time

Maintains the requirement that providers must create a plan allowing customers to view quarterly accounting of outstanding liabilities owed to them and digital assets held in custody

Updates statutory references from Chapter 151 to Chapter 152 and from Subchapter D to Subchapter C regarding money transmission license requirements

Repeals Sections 160.004(d), (e), and (f) of the Finance Code, eliminating certain reporting requirements for digital asset service providers

Takes effect September 1, 2025
