Expands the criminal offense of barratry (illegal solicitation of legal clients) to include solicitation through direct messages on social media platforms and other electronic communications, in addition to existing prohibitions on in-person and telephone solicitation

Applies the same electronic communication expansion to the offense of solicitation of professional employment by attorneys, chiropractors, physicians, surgeons, private investigators, and other licensed health care professionals

Maintains existing prohibitions on contacting accident or disaster victims within 31 days of the incident, contacting individuals already represented by counsel, and contacting lawsuit defendants within 31 days of filing

Continues to prohibit solicitations involving coercion, duress, fraud, harassment, intimidation, or false and misleading statements

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
