Creates a new funding allotment for school districts using agency-approved alternative language education methods, capped at $10 million total per biennium statewide

Provides allotment equal to basic allotment multiplied by 0.15 for emergent bilingual students in dual language immersion one-way or two-way programs, and 0.05 for other students in those programs

Requires the Texas Education Agency to approve eligible districts from a cross-section of the state and to review districts offering alternative language education methods

Mandates districts receiving exceptions to report additional information in PEIMS about their alternative language education methods and classify those methods as specified by the agency

Changes allowable uses of bilingual education funds from "salary supplements for teachers" to "teacher salaries" and takes effect September 1, 2025
