Establishes exclusive federal and state jurisdiction over space flight activities, prohibiting counties, municipalities, and other political subdivisions from enacting or enforcing measures that ban, limit, or regulate space flight activities

Expands beach closure authority for space flight activities to include municipalities with populations under 150,000 that contain a spaceport, in addition to qualifying Gulf Coast counties with FAA-approved launch sites

Distinguishes between weekday space flight activities (Monday 8 a.m. to Friday 12 noon), which require approval from municipal governing bodies, and weekend activities (Friday 12 noon to Monday 8 a.m.), which require commissioners court approval

Requires beach closures on major holidays and summer weekends (Memorial Day weekend through Labor Day) to receive approval from the General Land Office

Mandates that persons conducting space flight activities provide at least 48 hours public notice before any beach or access point closures, and stipulates that municipal ordinances prevail over conflicting county orders
