Establishes a voluntary contribution program allowing individuals to donate $3 or more to support nonprofit organizations that assist the Department of Public Safety when applying for or renewing driver's licenses, commercial driver's licenses, or personal identification certificates

Requires the Department of Public Safety to include contribution options on the first page of paper applications and provide the opportunity to donate through the department's website during online applications

Creates the "nonprofit organizations supporting the Department of Public Safety account" as a dedicated account in the state's general revenue fund to hold collected contributions

Directs the department to send contributions to the comptroller for deposit by the 14th day of each month, with allowance to deduct reasonable administrative expenses before transfer

Requires DPS to establish grant application procedures, guidelines for grant amounts, and criteria for evaluating applications from eligible nonprofit organizations, with funds subject to audit by the comptroller

Takes effect September 1, 2025, with contribution options applying to applications submitted on or after January 1, 2026
