Authorizes health and human services agencies to reduce expenditures by consolidating reports, extending license periods, contracting with private vendors, adopting additional eligibility requirements for programs including CHIP, TANF, Medicaid, and SNAP, and allowing electronic communications

Requires the Health and Human Services Commission to streamline Medicaid care coordination by designating a single entity responsible for each recipient's care, eliminating duplicative services, and establishing caseload standards for care coordinators in the STAR+PLUS home and community-based services program

Allows school districts to implement furlough programs reducing educator service days by up to 7 days (increased from 6) if funding falls below 2024-2025 levels, and changes class size limits to a district-wide average of 23 students for grades Pre-K through 4th

Reduces state contributions to the retired school employees health insurance fund from 1.25% to 1.23% of active employee salaries, and moves the Teacher Retirement System contribution certification deadline from November 2 to November 15 in even-numbered years

Modifies heavy equipment dealer inventory tax rules to exclude leased or rented equipment from the dealer inventory definition and establishes a seaport preliminary studies grant program funded by hotel occupancy tax revenue
