Establishes an early childhood integrated data system to share data across state agencies serving families with children from birth through age 8, with the goal of informing policy and improving program outcomes

Requires the early childhood interagency workgroup (comprising representatives from DFPS, DSHS, HHSC, TEA, and TWC) to develop the system and designate a lead agency from among five cooperating entities including the Children's Learning Institute at UT Health Houston

Mandates that the system use only aggregated, de-identified data from existing state and federal data systems and comply with all privacy, cybersecurity, and data collection laws

Requires cooperating entities to enter memoranda of understanding specifying data sharing arrangements, and mandates annual reports to the legislature on system progress, including governance plans, design plans, and funding status

Sets a January 1, 2026 deadline for designating the lead agency and submitting the initial report, with the act taking effect September 1, 2025
