Requires the Department of Public Safety to develop a minimum training course for access to and use of the gang intelligence database, with the training to be available by January 1, 2026, and mandatory for new users; existing users must complete training by January 1, 2027

Establishes that inclusion in the intelligence database requires "reasonable suspicion" based on sufficient facts that an individual or organization is involved in definable criminal activity, and requires the submitting officer's name and department to be recorded with each entry

Expands criteria for database inclusion to accept self-admissions of gang membership made outside of judicial proceedings (previously required judicial proceedings), and adds digital/online locations as documented gang areas alongside physical locations

Modifies evidence criteria to include communication (in person, written, or electronic) with incarcerated gang members, social media use for gang advertising or recruitment, and identification by documented gang members or family members

Changes data retention rules so adult records are removed after five years and child records after two years unless new qualifying information is submitted, and requires the state auditor to conduct annual audits of the department's intelligence database
