Requires test ballots for voting system equipment to include ballots by mail, in addition to other ballot types, and mandates all test ballots be printed on the same stock as official election ballots

Requires hand-marked test ballots to be cast and verified by a two-person testing board team to ensure accuracy

Establishes mandatory discrepancy resolution procedures requiring the general custodian of election records to reconcile discrepancies, provide written explanations, publish explanations on the county website, and conduct an additional public test

Defines a representative sample for testing as the lesser of 10 units or 5% of total voting system equipment units to be used by the county in an election

Applies to elections ordered on or after the effective date, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
