Creates a new legal definition for "ready-to-drink spirit beverage" as a beverage containing distilled spirits mixed with nonalcoholic beverages/flavoring, with alcohol content not exceeding 10% by volume, in sealed containers no larger than 3.75 liters

Authorizes holders of distiller's and rectifier's permits to manufacture, sell, sample, and transport ready-to-drink spirit beverages to general and branch distributors, and directly to consumers under existing distillery retail sale provisions

Allows general and branch distributors to receive, store, distribute, and sell ready-to-drink spirit beverages to retailers and for export to other states, with exporters exempt from state tax liability

Expands retail sale authorization to wine only package stores, wine and malt beverage retailers, and retail dealers' off-premise licensees to purchase from distributors and sell ready-to-drink spirit beverages to consumers

Requires nonresident sellers to obtain permits for shipping ready-to-drink spirit beverages into Texas and mandates they follow the same territorial distribution agreements and labeling/quality standards as malt beverages
