Requires the Secretary of State to coordinate with the Texas Department of Criminal Justice, Department of Public Safety, and other relevant agencies to determine when individuals with felony convictions become eligible to register to vote again

Mandates the Secretary of State provide eligible individuals with a plain-language notice explaining their restored voting eligibility, a complete list of eligibility requirements, registration instructions, and a voter registration application

Requires the Secretary of State to post a generic version of the eligibility restoration notice on their official website

Creates an affirmative defense to prosecution for illegal voting or false voter registration for individuals who received the official eligibility notification from the Secretary of State

Takes effect September 1, 2025, with the new affirmative defense provisions applying only to offenses committed on or after that date
